The Infrastructure Act 2015 has received Royal Assent and will enable the creation of Highways England – a government-owned company that will replace the existing functions of the Highways Agency. Highways England will have long-term funding to invest in the strategic road network.
Other highlights of the Act include developing a cycling and walking investment strategy. The Act also introduces deemed discharge of planning conditions aimed at speeding up development for sites that already have consent.
