These demonstrate how the key transport tests for development can be met, namely:

• How opportunities for sustainable transport can be taken up
• How safe and suitable access for all modes of travel can be delivered
• That the design of streets, parking areas and other transport elements reflects current national guidance
• How significant transport impacts can be mitigated by cost-effective highway improvements to ensure that the residual cumulative impacts are not severe
